Charles Meanwell was born in Windsor, Ontario in 1946. He has little formal training in painting, but was encouraged to draw by seeing a Barker Fairley portrait while studying English at Trent University.

He usually works from his car, painting landscapes and portraits in oil on plywood. He has travelled to Hawaii, the East Coast, and Baffin Island to paint, and is as happy to paint what is near home in Owen Sound, Ontario. He is represented by Nicholas Metivier Gallery in Toronto.

He is a piper with the Grey County Highlanders.
